Billion-euro lawsuit: US investor demands compensation from NRW

An unprecedented legal dispute is shaking North Rhine-Westphalia (NRW). Californian entrepreneur Daniel Starr, Head of Global Affairs at AppLovin, is demanding billions in damages from the state of NRW. The reason: Starr accuses the German investigating authorities, in particular the public prosecutor's office in Bonn, of arbitrariness, breach of law and damage to reputation. His lawyers have issued an ultimatum and contacted both the investigating public prosecutor and the Minister President of North Rhine-Westphalia, Hendrik Wüst.

The controversial arrest warrant

The conflict began in 2022 with an arrest warrant that led to Starr's arrest at Paris airport. After just three days, he was released on bail of two million euros. Just four weeks later, the Bonn Regional Court declared the arrest warrant unlawful. Despite this decision, the investigation against Starr on suspicion of tax evasion has continued for five years without any charges being brought.

Immediate indictment or dismissal

Starr's lawyers argue that the authorities' actions constitute massive violations of the law and have caused Starr considerable economic and personal damage. They are calling for an immediate decision: either an indictment or a dismissal of the case. However, the public prosecutor's office in Bonn emphasizes that the proceedings are open and that both incriminating and exculpatory evidence is being sought.

International dimensions

The case has now reached international dimensions. US politicians such as former ambassador Richard Grenell and Senator Lindsey Graham have intervened and called for clarification. The development shows that what was originally a tax-related matter has become a diplomatic conflict between the USA and Germany.

Have the authorities overshot the mark?

This case is a prime example of how tax disputes can develop into international crises. The accusation of arbitrariness and breach of the law is serious and could have far-reaching consequences for the authorities involved. The question arises as to whether the German investigating authorities have actually overstepped the mark here or whether this is merely a delay in the investigation process.

The accusation of tax evasion is no trivial offense, and the long duration of the investigation without charges casts a poor light on the efficiency and fairness of the justice system. Nobody should have to live in a state of limbo for years, especially when their reputation and economic existence are at stake.
